With our lobbyists and in partnership with Connecticut Preservation Action, the Connecticut Main Street Center, the CT Places Coalition, and the Connecticut Community Investment Act Coalition, we have identified these legislative priorities for 2019:

  • PROTECT FUNDING for preservation, affordable housing, farming, and open space through the Community Investment Act
  • RAISE THE ANNUAL OVERALL CAP, currently at $31.7 million, on the State Historic Rehabilitation Tax Credit, which offers a 25-30% tax credit on rehabilitation projects
  • TRACK LEGISLATION related to federally-designated opportunity zones, many of which are located in historic districts
  • RAISE AWARENESS of the economic and social value of historic preservation among legislators (particularly the many new legislators) and the executive branch
  • ENSURE STATE SUPPORT for the Connecticut Trust, particularly its Circuit Rider program, which conducts an average of 250 annual visits statewide to help communities address their preservation issues
  • NIMBLY RESPOND to the 20-30 preservation-related bills that inevitably arise during a legislative session.

Note that at the federal level, we plan to support the legislative priorities of the National Trust for Historic Preservation, including: the reinforcement of the Antiquities Act; the passage of the Restore Our Parks Act, which would provide up to $6.5 billion over five years for the National Park Service’s deferred maintenance backlog; and amendments to the federal historic preservation tax credit statute.
