Help OPPOSE HB 5433 (Overriding SHPO decisions)

This bill was voted out of committee! Now it’s time to contact your legislators to OPPOSE HB 5433 AN ACT ESTABLISHING A PROCEDURE FOR THE STATE HISTORIC PRESERVATION OFFICER TO MAKE DETERMINATIONS CONCERNING CERTAIN ENVIRONMENTAL ISSUES.

The bill is concerning for the following reasons:1. It provides a mechanism for the Commissioner of the Department of Economic and Community Development to overrule the SHPO process in seeking mitigation when historic resources are negatively impacted.2. It provides an opportunity for developers to not engage in any discussion process with SHPO and just opt directly out on mitigation measures for a nominal sum of money.  We could lose priceless historic resources for minimal amounts of money.This bill was crafted with very little input from those in the historic preservation field.  Historic preservation was included in the Connecticut Environmental Policy Act due to the importance of these resources for our state and communities.  This bill  negatively impacts the ability of the State Historic Preservation Office to work with developers toward satisfactory outcomes that will save historic resources. The unintended consequences to this bill could be far reaching.  As we all know, once we lose historic resources to demolition there is no going back.
